about ruined street in my locality

i am residing in this locality for the past 4yrs.my home is located in kumhrar.The approached way to reach my home that you have to wade through in stagant water.The street was rebulit and along with this street there is a big pit full of dirty water.The reason behind of stagnant water on the street is continue flow of water from across the locality.It's a one of the way to come my house and which directly connected to main road.Lots of people goes through the water.People which is residing either side of the street are solely resposible for that happening.
